Internet connection failed-family safety software

Hi
I'm not a computer buff but I find myself spending hours trying to fix problems, looking up the internet for solutions, but failed on this occation.
Can anyone help....remember I need foolproof instructions.
I kept getting a message "The Family Safety Service has been disabled. Please ask the administrator for this computer to enable it. Until that's done, you will not be able to browse the internet." This has happened -no internet access (I'm using my childrens computer for this).
The rest of the network seems to be working, itouch, ps3, etc etc and of course this computer but not mine! I followed instructions for the RegEdit and removed the supposidly culprits, fsssvc, fss_fltr, family, fss. Unfortunately I still can not connect, the next instruction was to get "winsock reset tool" downloaded - how if there is no internet? I am happy to try anything as it's driving me mad!
(Oh, and to make matters worse I am now getting "Generic host process for win32 services has encountered a problem and needs to close. We are sorry for the inconvenience." roughly about 10 messages although I have found quite a bit of information on that so will deal with that once I get internet access again.)
