Hi Dan..

On Windows 2000, XP workstations.. I've always choose programs vice background services.

On Vista.. the same thing...

The default of "Programs" is optimal for the end user, it focuses resources such as memory and CPU power to foreground applications.

"background Services" is a setting more for if you run a computer as a dedicated server, running a shared component such as SQL to serve up a database to the rest of the network....the computer will dedicate more memory and CPU power to the "service".
