Constant dc

I was told I have double nat, But is that whats cousing my constand internet disconnections?

Yes, you are double NAT as seen by routers' IP addresses at hop 1 and 2. But this would normally not cause frequent dc.

Cause is probably electrical interference on the modem from some nearby electrical device as seen in the uneven ping times at hop 3.
