bought a new heatsink/cpu fan, problems...

Alright, i went out and bought a new heatsink and cpu fan and installed them. When i turned the comp on and check the temp of the cpu, it was a staggering 60 C. I then took the heatsink/fan off. I took the new fan and the heatsink i got with the computer and put them together and put them on the chip. When i checked the cpu temp again, it was at about 40 C. That is about 3 degrees C higher than it origionally was. Why would adding a NEW heatsink and fan raise the temp but 23 degrees C! and when using the old heatsink, it was still higher by 3 degrees C! The heatsink i bought is 50x50x10. I did not add anything thermal goop to the part of the chip that touches the heatsink, so i might go out and buy some of that... pendin on what you guys suggest. Anyone have a clue why my new gear is performing worse than the OEM stuff?

no idea why but get radio shack heatisink **** it's good for ~ $1.50
