slow 7000/800 cable

I tried many tweaks i know (thanks mnosteele52 tweaks and tips) but still cant get enough speed through my 7000/800 cable internet connection with Vif internet.

512 Mb ram
XP home SP2
Linksys EtherFast Cable/Dsl 4-Port switch Router, Model no BEFSR41
Linksys 10/100 EtherFast PCI Adapter, model no LNE100TX
Motorola Cable Modem, model no SB5101
Test64 Speed Test results are not stable, start slowly from 400 ko/s, increase up to 700 ko/s but dont stay there, decrease to 300-500 ko/s, increase again, decrease..... and often ended in 400 ko/s
Speed test on http://www.stickdog.com : 4382/731
NiC card is set to 100TX Full Duplex. Other settings available are 100 BaseTx, 100BaseTxFull_Duplex, 10BaseT, 10BaseTFullDuplex, AutoSense. I use ISP DNS servers, it's faster this way for me.
BTW, i use mnosteele52 DNS cache fix for W2K/XP.
