Noob.....help required urgently...pls give generously :-)

I recently upped my 750 connection to 2.5mb but have seen no difference in either u/l speed or d/l speed. I spoke at length with my ISP yesterday and they walked me through numerous steps on the PC which have all failed to help. Ditto the phone company. They sent a techie out who started downloading a test file onto my PC. Speed was around 70kb/sec, but when he plugged into his laptop he was getting 320kb/sec. I've disabled CA Firewall and Kapersky Anti Hacker and still have the same probs...am now at a loss as to what to try. I'm connected to a router and have checked all connections etc...everything seems to be fine, I mean I can d/l and u/l...just slowly and I want what I'm paying for.....please help a dude in desperate need...

Ah sorry about that....here's the info.
1. What type of connection do you have? i.e. 56K, ISDN, DSL (PPPoE or not), Cable etc.
2.5mb Broadband, connection through an ECI B-Focus 312+ Router
2. Who is your ISP and what is your advertised speed from them? i.e. Cox.net & 3000/256 - this is advertised in kilobits per second.
ISP is Bezeq International in Israel
Advertised speed is 100.0Mbps
3. What are your current settings now? Do a TCP/IP Analyzer Test and copy and paste the results (remember to XXXXX out your IP address) here.
Results as follows...
TCP options string = 020405a00103030201010402
MTU = 1480
MTU is optimized for Windows XP PPoE DSL broadband. If not, consider raising MTU to 1500 for optimal throughput.
MSS = 1440
MSS is optimized for Windows XP PPPoE DSL broadband. If not, consider raising your MTU value.
Default TCP Receive Window (RWIN) = 259200
RWIN Scaling (RFC1323) = 2 bits (scale factor of 4)
Unscaled TCP Receive Window = 64800
RWIN is a multiple of MSS
Other RWIN values that might work well with your current MTU/MSS:
506880 (MSS x 44 * scale factor of 8)
253440 (MSS x 44 * scale factor of 4)
126720 (MSS x 44 * scale factor of 2)
63360 (MSS x 44)
bandwidth * delay product (Note this is not a speed test):
Your TCP Window limits you to: 10368 kbps (1296 KBytes/s) @ 200ms
Your TCP Window limits you to: 4147.2 kbps (518.4 KBytes/s) @ 500ms
MTU Discovery (RFC1191) = ON
Time to live left = 57 hops
TTL value is ok.
Timestamps (RFC1323) = OFF
Selective Acknowledgements (RFC2018) = ON
IP type of service field (RFC1349) = 00000000 (0)
Sorry if that's too much info, I'm no expert so just posted the lot.
4. Please tell us your operating system i.e. 95, 98, 98SE, ME, 2K or XP.

Uninstall the CA Firewall and re-test.

what happens if you connect your cable modem straight to your NIC ????
do you get a different reading
