Why would you need those ports open? Port 445 is commonly used by networked Windows computers to display network directories while Port 139 is used by NetBios to manage network traffic and to enable you to share files, printers, and other resources with other computers on a home network.

No, you cannot open the blocked ports.

Trust us, you do not want those inbound ports open.

Why exactly do you want those ports open? If your looking to share a few files across the internet you can setup an FTP server. Most ISP's block those ports and for good reason, Windows can be hacked very easy with those ports open to the outside world.
