Do you have a CD in any drive? if the cd is scratched or dirty explorer will hang when polling it for info such as opening 'my computer' or using a file drop down in the save as dialogf

Start, run, then type in SFC /scannow
SFC is the system file checker, SFC /? to see all the commands.
SFC /scannow will scan all you windows system files and look for missing or damaged files. When it finds one it will replace it with a good copy from your windows CD.
If that doesn't work then boot from your windows CD and do a repair. Don't take the first repair option, that will lead you to the recovery console. Follow the install menu along like you are going to install windows. You will end up a screen that says a previous install of windows has been detected. One of the options will be to repair it.
