First, your ping is not really tweakable. With Cox cable, try setting your NIC to 10Mb half duplex, and change the default receive window in cablenut to 384000

Do not EVER disable your firewall during game play, I don't see why people think that will help your latency - it won't, it just leaves you vulernable to an attack. Same goes for NAV, DO NOT disable it, it will not improve your game play. Please post a tracert to Speedguide.

i have charter and i can't even perform a tracert...it does one hop then the rest all fail is this my fault or charter? and i get alot of loss of packets in CS and choke is bad all the time. if it's their fault i'll complain otherwise i will tweak my end.
