Couple of problems with speed

First of all here is my settings with Cable nut & SG tweak for widows ME, 512 DDR ram and 1 gig Athlon.
TCP properties for IP = 68.x.xxx.xxx ()
Browser/OS = Mozilla/4.0 (compatible; MSIE 6.0; Windows 98; Win 9x 4.90; T312461; Cox High Speed Internet Customer)

TCP options string = 020405b40103030201010402
MTU = 1500
MTU is fully optimized for broadband.
MSS = 1460
Maximum useful data in each packet = 1460, which equals MSS.
Default Receive Window (RWIN) = 256960
RWIN Scaling (RFC1323) = 2 bits (scale factor of 4)
Unscaled Receive Window = 64240
RWIN is a multiple of MSS
Other values for RWIN that might work well with your current MTU/MSS:
513920 (MSS x 44 * scale factor of 8)
128480 (MSS x 44 * scale factor of 2)
64240 (MSS x 44)
bandwidth * delay product:
Your RcvWindow limits you to: 10278.4 kbps (1284.8 KBytes/s) @ 200ms
Your RcvWindow limits you to: 4111.36 kbps (513.92 KBytes/s) @ 500ms
MTU Discovery (RFC1191) = ON
Time to live left = 54 hops
TTL value is ok.
Timestamps (RFC1323) = OFF
Selective Acknowledgements (RFC2018) = ON
IP type of service field (RFC1349) = 00000000
The last couple of weeks I've had a problem on a couple of forums. It's like I'm on a 14.4 and it drags to a crawl or stops on some forums. It opens up the address but hangs inbetween threads. Recently I switched to IE 6 but it allready was having problems with IE 5.5. I think it is worse with 6 but hard to say. I just checked speed at speakeasy with a 2942/215. You couldn't tell it was any where near that speed. I had a couple of glitches here but overall it is fast here. I'm just talking out loud and wondering if anyone has any ideas. Thanks for any suggestions.
