Limiting connections on another comp?

So, I have a router plugged in with both my PCs. The thing is, I want my first computer to get the 90% of the connection [seeing the other one is being used by my bro and he know nuts about internet]. Any ideas?

It means that you can prioritize different types of traffic and/or different computers or other network devices. You can give your computer a high priority, and your brother's computer low priority.
