Internet performance and tweak in video game FPS

Greetings,
I am new in your forum, so I introduce me. I live in France, my provider is "FreeSAS" (a french provider) I have a 3Mbytes/s connection. I have parametered my internet box in a mode that makes my connexion more stable. So I loose 10Kbytes/s, but I am supposed to have a better stable connection in theory. However my bandwidth seems to be constant regardless of time.
I am playing a old game since 2006 until now Battlefield 2142. I have big problems of performance. I tried all the tweaks in your site, gaming tweak (naggle's algo OFF)...
I tried to tweak my network card :My device is Qualcomm Atheros AR8161/8165 PCI-E Gigabit Ethernet Controller (NDIS 6.20)
(I have a i5 3570k and a good GFX card. My OS is Win7 64b / avast antivirus / spybot / ccleaner / advanced system care 6 / windows firewall)
I use IPv4 (ipv6 gives me bad performance in game)
- All offloading ON
- Flow Control ON/OFF (On for without I have worse perf)
- Interrupt Moderation ON/OFF (On for without I have worse perf)
- TransmitBuffers : 16 (if I increase the value I have bad performance! - I cannot dicrease more).
- ReceiveBuffers : 32 (if I increase the value I have bad performance! - I cannot dicrease more).
- Naggle is ON (if off performances are horribles)
I have tried to tweak the game - interpolation time and extrapolation time are avaible to be parametered and the lag compensation. But you know all these values are not well understood it is more empirical than anything else. Dice developpers of the game told players that it has no effect but it is false because when we tweak we have a better hit detection for real! but it is always unconstant. (They let the file to be tweaked despite its pseudo inefficiency they claimed and the patches released over the years).
I cannot understand that I have periods where my hit detection is good and some hours or minutes later it is worse than all. It changes dramatically everytime with no logic. I am the only one using my connection, my box is wired to my PC as ethernet. My phoneline is clean, there is no oxidation.
Situation : I see a player I shoot him and there is no hit marker or hit detected and the player in face of me, shoots me and I die!!!
By the past I had a good reg. But it comes and it goes out.
There is a lot of player with a good hit registration that can frag you with one shot only (without cheating) during you need one load or more to have a EASY frag, they have no trouble at any time.
What's I am telling you is even if the player don't move my hit registration is not garantueed! It is horrible I see a player straight, not moving and even this type of target does not work!
I don't run any internet application in background I do scan of malware every week I tried all tweaks and it is never solved. Why during some minutes I have a good reg, and after nothing seen worse than that? I must add, there is some players that I am never avaible to own. There is in some server always the same names that I cannot "kill" they seems to be like unbeatable (they don't cheat) it is a problem of hit detection again.
I don't understand how it is possible because BF2142 is a game where you play in a server! the players are not communicating directly between themselves we all comunicate from a common place (server).
I don't forge't to tell you that players with more than 100ms ping cannot be "killed" by me. I cannot hit easy players with a ping > 100! (why?) I have a lot of reg fail in face of them while they can kill me with one shot too -.-' Sometimes it hits many, but it is like it does not substract health point of my opponent for I have to use my full gun load.
Summary :
- I have problems of hit detection what I see is false or late in time.
- Does I have discrete packet losses that can explain when I shoot it does not register?
- Players with ping > 100ms are like unbeatable with my connection while they can shoot me instant kill! (it is not cheaters)
- My ping is always stable and around 40ms in my UK favorite server.
- Some players (with the same ping of me) are also unbeatable and this is always the same name (they don't cheat they are friends) I shoot them and nothing happens.
- Even a target not moving can make me not registering hit!
- Why I feel better when I tweak the game interpolation and extrapolation and lag compensation but it lasts few minutes and I have to adjust it regularly and to find the good value it is too hard I never find perfect values (it is too empirical).
Guides tell us to match our ping to interpolatonTime and lag compensation but at home it is worse than default value (default are 100ms ping based).
Default values :
lag compensaton : 100ms
interpolation : 100ms
extrapolaton 1200ms
Often if I want a better renderer I do lag compensation at 70ms Interpolation at 70ms and extrapolation at 200ms, withal as I said, it does not fit for a long time.
How explaining this variation of performances, I don't know what to do I am one of the only one player of this game with this problem of hit detection in 2013!!! I have a worse connection than someone of those third world nation.
In these conditions, it is like unplayable. It is my best game I played in competition by the past I had a normal hitreg, and since 2012 it is like that highly varying.
I did a pingplotter recently and I noticed some packet loss when pinging my servers and even my provider site! at the start of the routing (the proxad server are owned by my provider). Is it normal to have a lost at this point?

I don't play many games, I have another FPS and I experiment a bit the same feeling less extreme.
I need your help, I hope to be able to understand why I have all these problems.
