It says that DSL has 1.5 mps DOWNLOAD and upto 256Kbps UPLOAD BUT why is it , that the ACTUAL download speed is 1/4 of what you are actually getting.......

    i.e when i am downloading a file, the download speed varies from 100 - 200 Kbytes/sec and sometimes is from to 50- 100 Kbytes/sec??

Shouldnt the Download speed be about 1500 kbytes/sec , accroding to DSL standards

No, you're confusing kilobits per second with kilobytes per second
    8 kilobits=1 kilobyte

To convert a value in kilobits to a value in kilobytes, divide by 8

    1500kilobits/second=187.5 kilobytes/second

Many factors are in play when downloading, hence the different speeds from different sites at different times of the day.
