I am not familiar with this modem, is that cable modem, DSL or what? Assuming it is a cable modem, what are the signal levels?

If your upstream power is high, or if there are splitters/noise on the line to your modem you may have issues with the line quality. It could also be caused by your neighbors, since you are sharing the available bandwidth even if there is a separate line from your apartment to the tap. I would start with the part that you can control, i.e. check the modem signal levels. Also, keep the modem/router at least a foot away from possible sources of EMI (other routers, power supplies, fluorescent lights, etc.)
