The Analyzer only shows the "Current" RWIN values with Windows 7 and newer, the OS recalculates it automatically and changes it depending on line conditions. The TCP Optimizer still helps with many settings, however, that scaling factor and the RWIN value can't be set manually under Windows 7/8/10.
If you are getting close to your rated speed with speed tests, and normal latency, I wouldn't worry about it much. You can apply the "optimal" settings in the Optimizer and let it be pretty much.
