To me it still sounds like you need to replace the fan.

it may operate at different speeds when in defrost mode etc...
i would say you likely need a appliance guy to multy test /trouble shoot it.

I'm not an expert Humboldt but the fan isn't do circulate air in the freezer but to draw it into the fridge. Freezers don't have fans is my reasoning.

I agree with everything said and will get someone out soon or borrow a multimeter.
Just to be an ass...the fan IS in the freezer, to push the air.
Makes more sense to me to have one in the fridge to draw it but, whatever.
