You should use your maximum advertised/possible bandwidth.
I'd use either 522560 (if you are on a high latency connection) or half that.
However, why is your MTU 1460 ? Isn't that your MSS ? I ask because TCP/IP headers are 40 bytes and 1500 is the most common MTU, if you're not on PPPoE, or some other type of encapsulation that adds to the headers. MTU of 1500 and MSS of 1460 is most common, if not, it could be limited by your own settings on your client or router.
