Question Best Settings For My Internet Connection

Hello, I am Caleb. I want to know what is the best setting for my internet connection.
I'm using SG TCP Optimizer version 3.0.8, I've been searching on the internet and I haven't find anything really helpful. A lot of the sites I've visited, says that I just need to adjust the connection bar then check optimal then restart my PC. But that information isn't enough. What I need is an explanation even though I can't understand a lot of things, I want an explanation of how those settings work. So if you're going to help me, then please explain it. (like how those settings work)

Here are some information that might be useful for you (if you're going to help me )

(0 packet loss all 3 countries were tested)

    My ISP: Smart Broadband
    OS: Windows 7 Ultimate (32-bit)
    Advertised internet speed: 2Mbps
Actual internet speed I get: 1Mbps sometimes 0.40 to 0.80 Mbps

    SpeedGuide.net TCP Analyzer Results
    Tested on: 2014.01.18 04:25
    IP address: 203.87.xxx.xxx
    Client OS/browser: Windows 7 (Chrome 32.0.1700.76)

    TCP options string: 020405b401010402
    MSS: 1460
    MTU: 1500
TCP Window: 17520 (multiple of MSS)
    RWIN Scaling: 0 bits
    Unscaled RWIN : 17520
    Recommended RWINs: 64240, 128480, 256960, 513920, 1027840
    BDP limit (200ms): 701kbps (88KBytes/s)
    BDP limit (500ms): 280kbps (35KBytes/s)
    MTU Discovery: ON
    TTL: 109
    Timestamps: OFF
    SACKs: ON
    IP ToS: 00000000 (0)

Reason why I want a better internet connection: Obviously, to browse sites faster and have a better ping in my games. (LoL, Dota 2)
