What kind of connection are you paying for?
For the past 2 months I've been having these problems. How can I fix this? I contacted my ISP and they said they can't do anything. Advertised internet speed is 15/2. Isp is Optimum Online. Windows 7 64-bit.

This buffering estimation is probably not very accurate, as Windows 7 auto-tunes the "TCP Window" buffer on the fly, depending on line condition.
What is your average latency/ping ?
What problems are you esperiencing ?
The problem I've having is with league of legends. Average latency is about 80ms in game but intermittently (about every 5 minutes when it's bad) I get horrible latency spikes and dc for about 5-10 seconds. I've gone through their support for about a month and they said it was because of this. After they said it was this, I've seen a ton of threads about high network buffers causing lag spikes in game. "League of Legends uses a lot of bandwidth, especially when compared to other video games and most other applications. So it is very susceptible to high Network Buffers, the only way to have them adjusted is to contact the ISP and hope they remove them or lower them greatly." I contacted my ISP and they said they can't/won't/don't do that. Everything works fine except for when I'm playing LOL, and I get their advertised speed. If you say the measurements are inaccurate, the LOL support could just be trying to find something to blame, although there is many threads about this. I'm a noob when it comes to networking, as you probably already realized.

The network bufferning can be related, however, its accuracy with Windows 7 on your end is somewhat questionable.
I'd try to do a traceroute to the game server exactly when you're experiencing the issue, it may indicate where (which hop) the lag spike is occuring.
