    Service might not be started
Exception may not be set in the local firewall
Computer might be behind a router? Of so..port forwarding..check, WAN IP...check. (more info needed). Or is the computer on the same local network as you ? (same subnet). Or a larger network..in which case, routing and other firewall rules.
Is the computer indeed powered on? If you ping it (if it's on a local network same as you)..do you get replies?

It was working just fine, until I joined it to the domain. The PC was set to autologon and had no problems.

    XP OS.

I'd check the vncserver service....and it's account/authentication..as well as the Windows firewall (or 3rd party) which may be governed by a GPO.
