There is an incredible amount of information still needed.
You can squeek by with dynamic IPs...you can use some dynamic DNS services like dyndns.org...works "most of the time".
Nothing beats it done properly with static accounts though.

As for as how to configure your routers....it depends on what make/model you have on both ends. And that they're getting the public IP address on their WAN interface...they're not double NAT'd behind some ISP supplied combo modem/router.

Dynamic DNS services tie in an account that uses a heartbeat signal to check in....and report the WAN IP address, binding it to a dynamic DNS name that you create when you made the account. Example.....office.balgo.dyndns.org. Many routers support several different dynamic DNS services in their firmware. Another method..install a small software client on a workstation on the LAN. You setup the VPN config in the routers to point to the dynamic DNS alias you created..instead of the public iP address.

Dynamic DNS services are not 100% reliable...sometimes there's a lapse, and they sometimes require a bit of maintenance. Hence why I said "squeek by". Not as reliable as a proper static IP account.
