TCP Optimizer wont change any of my settings

I downloaded the optimizer to help with my connection. When I tried to change to the optimal settings it changed everything but the MTU (its supposed to be 1500 but wont change and is stuck at 0) and the ECM capability (its supposed to be on default but is stuck on disabled). My connection is worse than it was before and I can not change to the windows default setting. I have tried using the programs back up feature and I tried running it as administrator but my settings are stuck and wont change. I even did a system restore on my computer but the settings are still stuck and wont change back.

UPDATE: I managed to go back to the default settings but I still had the same problem. I have a repeater in my house because I am 2 floors above my router and there is no way I can move closer and/or hard wire my computer into it. After connecting to my router instead of going through the repeater my speed was 4 time faster than before. Its strange because if I go through the repeater I always have 5 bars but if I go to the router without the repeater then I don't go above 2 bars.

UPDATE 2: Nevermind it was faster at first but then it went to the same slow speeds as before. I have no idea what is causing this. Here is an updated analyzer result:

Note that the Analyzer is not a speedtest, I'd do a proper speed test.

If the wireless signal is low, you may be able to improve it with better antennae, or repeater that you mention you already have in place.
Still, local throughput and internet speed are two separate issues.
