Smile New internet acting up please help

Hi I recently moved and have been having internet issues. I have dsl and my ISP is Embarq, I pay for 1500 kilobits/second download and 500-300 kilobits/second upload(cant remember which the upload is exactly). This is what I am getting on my end I have used your optimizer and set it to optimal and set the top slider to the correct maximum download speed that we can receive.
Here are the results from doing the TCP/IP Analyzer TCP Analyzer Results
    Tested on: 10.14.2011 16:19
    IP address:
    Client OS: Windows 7

    TCP options string: 020405b40103030801010402
    MSS: 1460
    MTU: 1500
TCP Window: 17408 (NOT multiple of MSS)
    RWIN Scaling: 8 bits (2^8=256)
    Unscaled RWIN : 68
    Recommended RWINs: 64240, 128480, 256960, 513920, 1027840
    BDP limit (200ms): 696kbps (87KBytes/s)
    BDP limit (500ms): 279kbps (35KBytes/s)
    MTU Discovery: ON
    TTL: 54
    Timestamps: OFF
    SACKs: ON
    IP ToS: 00000000 (0)
    Could it be my RWIN?
If you need anymore information just ask and I will post it.
If you could help I would be very grateful. Thank you

If you are using Windows Vista/7 run it again and reset the settings. If you were having problems before it is likely your ISP.
