Internet Speed goes up and down !!!! ZTE Modem Dail-up !! HELP PLEASE !!!!!

Hi Evryone I'm from libya .. The WAR made the internet closed .. when the internet comes again
it comes very slow so i need get more speed
this is my prob >>
"When i used TCP/IP my Internet speed gets up fast, up to 40 KB/S for 5 seconds .. and gets down to 5 Kb/s for 15 seconds .. "
May someone help me please !!!!! <<
