Question about TCP Optimizer and SG Windows Vista, Windows 7 and 2008 Server Download

Im running xp pro, the the tcp optimizer works great. My friends that have windows 7 either 32 or 64 bit. Question... Do they need to download the "PAtch" that is below the download for TCP Optimizer? It says " SG Windows Vista, Windows 7 and 2008 Server Downloads??"

    Thank you in advance.

The patch was created before the latest TCP Optimizer was modified to run on Vista and Win7.

All that is needed now is to run the TCP Optimizer with admin rights and set to Optimal mode.

I also use a CDMA modem ZTE AC682 from EVDO smartfren connection provider, promised connections in 3.1Mbps Download and Upload upto upto 384 Kbps. But the fact that I download with IDM only to 30 kb / sec, what if I use streaming video, I'm so stress! Smartfren signal that I see in modem only three bars. How many bars are visible if the signal is full? How do I get the modem into a full signal bars? Please help me to optimize my connection in accordance with ads from smartfren? I use windows 7 home premium sp1. Here are the settings I get from the TCP / IP Analyzer for my connection.

Note: After I use the TCP / IP Optimizer and I set to the optimal choice, it turns out my connection goes down after I test from "", Download 22 Kbyte / sec and upload 11 Kbyte / sec.

It's because it's not needed for Vista, 7 or 2008 Server.
