Lag spikes, Network buffer too high? Help please

I'm a gamer and every few minutes I get a lag spike where my ping jumps from 70 to 400-600 for 2-4 seconds. On netalyzr the only red is "Network buffer measurements (?): Uplink 1300 ms, Downlink 99 ms"

I'm on a 6Mb/1Mb at&t connection. Anyone able to help?
