co-worker's employees write stuff about my area at night. I don't see anything ever written, so I can't resolve problems etc.
Idiot boss questions me and I tell her how am I supposed to resolve issues if I don't know if there is a problem.
So how do I counter act this *******? He's really aggravating the **** out of me
Do I start sending emails to our boss and her boss about his incompitant area?

That would be a sheepishly said "Yeah, that is what I was trying for". I fixed the original, but YoS saved my failure for posteriity
Problems that go on with the technology.... That is my area.
Put together a simple report system for the employees. A basic form they fill in. Then ask the exeecs to get employess to comply with the report system.
This is just part of standard management and standard tech in a business.
If you are getting reamed for not fixing things you don;t know are broken then something else is going on. Any boss that would hound you about this is either blind or inompetent.
No one has any right to force data on you
and command you to believe it or else.
If it is not true for you, it isn't true.

Right...you need to at least know what information is in those reports. Else...how can you fix what you don't know is wrong.
Unless you're not complying with an already in place set of standards..and they're just noting infractions against you.
That's the only 2x things I can think of.

If it's anything like where I work...dayshift bitches about swing shift and swing bitches about day shift...it's the circle of life!
I told them once again to knock it off, so we will see.
Know what to do? Leave dog turds under all the desks of the other shift, and rig up a system to light them all on fire when the *******s show up. Hilarity ensues!
It's frustrating to no end. Getting very old and tiring.
I'd say the hell with it... but document everything said to you and what you say back. Might come in handy at some point.
