    Speed test speeds differ from actual download speeds

    Today I finally had my new broadband activated. 02 UK Broadband which is advertised as up to 20 meg Download and reported to have a maximum of 5 meg download in my area. On my previous ISP (AOL) I got a maximum of around 1.5 Download on speed tests and 330kb/s on normal server download (e.g Steam) Now that my 02 is all up and running I get 3 meg on download speed tests but still only get a maximum of 360kb/s when doing normal downloading from servers. Is this normal? Because friends of mine down the road who actually live FURTHER away from the exchange (and they aren't on Fibre Optic) get around 1mb/s on a well seeded torrent wereas the max I have seen is 360kb/s. Is there anything I can do or should I get on the phone to 02 and start hassling them already?
