7 MBps connection needs tweaking for gaming.

I'm still quite the newb to this. I have no issues whatsoever with browsing the internet, but I play World of Warcraft. The problem I've been having is that at around 7pm - 12 am'ish my ping spikes anywhere between 64 ms - 1800 ms where the game is completely unplayable.

Here is the information you'll be needing, and if you can give me a bit of clarity on my situation it would be much appreciated. As you may have noticed I've been trying to do some tweaking on my own please do call me a newb .

I've gotten rid of the Hiccups while gaming, yet I still have a rediculously high ping. I am currently running the numbers that Rollingstone suggested. What would I want to put in if I was less interested in throughput, but more interested in a stable low ping? Cause currently it goes anywhere from 40-300ms, and I'm playing on an East Coast Server.
