    Weird "steps" when multiple download

I'm having trouble with the downloads, I have my switch right here and can see the light from the router that is downloading and for some reason after 5 seg or so it suddenly stop, like a step for let say 1 sec, and continuous.

It was very common to me before i changed some settings (even with 1 dl at the time)

    here's my sett:
    TCP options string: 020405ac0103030001010402
    MSS: 1452
    MTU: 1492
TCP Window: 11616 (multiple of MSS)
    RWIN Scaling: 0 bits
    Unscaled RWIN : 11616
    Recommended RWINs: 63888, 127776, 255552, 511104, 1022208
    BDP limit (200ms): 465kbps (58KBytes/s)
    BDP limit (500ms): 186kbps (23KBytes/s)
    MTU Discovery: ON
    TTL: 47
    Timestamps: OFF
    SACKs: ON
    IP ToS: 00000000 (0)

I know that rwin's too small but for some reason this value works well (download at maximum speed witch is 400 Kb) without "steps" [2 dl it appear]

I have a DSL connection, routing mode, PPPoE, WinXp Pro sp3.
I think it can probably be a tcp/ip problem.

any help will be greatly appreciated.
    have a good day.

3.5 mb / brasil 400 Kb/s is my dl speed.

What do you think, could it be a tcp/ip issue or ISP?

maybe my values are way off.
