Are you using XP SP3 and Kaspersky antivirus?

Try the following with TCP Optimizer:

    General Settings tab:
    Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
    MTU - 1500
    TTL - 64
TCP Receive Window - leave blank
    MTU Discovery - Yes
    Black Hole Detect - No
    Selective Acks - Yes
    Max Duplicate ACKs - 2
    TCP 1323 Options:
    Windows Scaling - checked
    Timestamps - uncheck

    Advanced Settings tab:
Max Connections per Server - 10
    Max Connections per 1.0 Server - 20
    LocalPriority - 1
    Host Priority - 1
    DNSPriority - 1
    NetbtPriority - 1
    Lan Browsing speedup - optimized
    QoS: NonBestEffortLimit - 0
    ToS: DisableUserTOSSetting - 0
    ToS: DefaultTOSValue - 80
    MaxNegativeCacheTtl - 0
    NetFailureCacheTime - 0
    NegativeSOACache Time - 0
LAN Request Buffer Size - 32768
Then select "Apply Changes" and reboot to take effect

Post a new TCP Analyzer report after reboot.

Im using Symantec Endpoint Protection 11, but its the antivirus feature only. Im not using the firewall protection features or anything else that comes with it, just the AV.

The new settings you suggested dont seem to have stuck. I changed what you wanted, saved settings, rebooted.

Check out this thread and see if disabling port 8080 in your antivirus can unstuck your TCP settings:

Well I dont know what else to do. Ive disabled the antivirus long enough to do the changes. Ive ran a tcp/ip and winsock tool to set everything back to defaults. Rebooted, then ran the optimizer did the settings you suggested, rebooted again, ran the analyzer and still the changes are not showing up. However the changes are always showing up in the optimizer itself, why are they sticking there but not showing up on the analyzer site? The changes also show up in Cablenut. Would it be safe to say that the changes have been made but just not showing on the analyzer?

No, your TCP settings are frozen and are operating in the reported mode as shown in both TCP Analyzer and NDT test reports.

If you are using XP SP2, try locating and uninstalling this TCP/IP security patch - KB941644 under Control Panel Add/Remove Programs, and run WinSockFix. Or you have to completely remove Symantec (not just disabled) and check. I suspect it is interaction of this security patch and some antivirus softwares that is freezing TCP settings.

Reboot comp and see if TCP settings reported under TCP Analyzer revert to default values.

Well Im running XP SP3 from a fresh install with a slipstreamed CD, so the ability to uninstall a particular windows update is not available. I will try running WinSockFix and uninstalling the AV then report new analyzer results.

No problem seen in your Hijackthis log.

My guess is that your TCP settings (MTU and RWIN) are being limited by the Sat modem. Try checking this issue with your ISP.

    I found this here: http://www.dslreports.com/faq/2030

Could this be the same issue with my Wildblue?

Heres whats in the link above:

I Tweaked with DrTCP but the Tweak Tester doesn't report the changes. (#2030)
With DirecPC/Direcway systems, including Earthlink and Pegasus express since you have no public IP, the tweak tester gets confused as to what machine to test. The result is you are seeing results from an intermediate machine at the DPC NOC.

Ignore any results you get from the DSLR tweak tester if you are on a DirecPC/Direcway based system. The results you are getting from the tweak tester are not for your computer.

Server Data reports link is 'T1', Server Acks report link is 'T1'
In a way that faq is right, that for MTU value.

But the NDT does a direct test between your comp and the test server. And the NDT reported your MSS at 1380 (or MTU at 1420), MAX RWIN received at 32768 and MAX RWIN sent at 5888. The low RWIN sent is also the probable cause for your low upload speed. Normal RWIN sent should be 16304 for all 3 categories - Cur, Max and Min.

Try testing your internet connection with a laptop or some other comp that has shown normal TCP settings at another internet connection.
