High and uneven ping times at the modem in hop 2.

Turn off power to the modem and relocate it a few feet away from ALL other electrical devices. Make sure you do not coil up any signal or power cable.

Then you have to become a detective investigating the cause for the high and uneven ping times, by turning off all electical devices in your room (including lights) and then turn each item on at a time and check ping times at hop 2. Find the device that causes ping times to be irregular.

Your previous ping times at hop 2 and 3 were these:

    2 79ms 70ms 47ms
    3 62ms 51ms 48ms

Hop 2 is between your comp and the modem. Hop 3 is between your comp and the ISP's swtich, which may be hundreds of metres away.

Should signal take a longer time to get to your modem and back then to get to the ISP's switch and back?

But the tracert shows signals taking 79ms to the modem and back. And the modem is only a metre or so from your comp while the signal only took 62ms to travel hundreds of metres to the ISP's switch and back to you.

So 79ms is high. And all 3 ping times at hop 2 are not similar, meaning not differing by only 1ms. This we call, irregular ping times.

Changing OS will not solve problem in signal quality.

When testing is completed, copy and paste the link that they let you share your results.

Speed looks good and ping time to Singapore is okay.

Getting 7 Kbytes/s file transfer speed is bad. You probably tried downloading at a US website.

Your line to the US is bad. See hop 5 of your tracert. Ping times spike above 500ms at the router in LA, USA.
