Modular means that the cords on the psu are removeable, so you can unplug the ones you dont need.

The advantage is less clutter in the case if you use the modular PSU, and thats about it. Both PSUs have the same rails.
So if you're sure you wont lose the cables, you like a cleaner looking case, and paying a bit more for the same power doesnt bother you, modular may be the way to go.
