    MTU 1492
    TTL - 64
    TCP Receive Window - 17424
    MTU Discovery - Yes
    Black Hole Detect - No
    Selective Acks - Yes
    Max Duplicate ACKs - 2
    TCP 1323 Options:
    Windows Scaling - uncheck
    Timestamps - uncheck

    Advanced Settings tab:
Max Connections per Server - 8
    Max Connections per 1.0 Server - 8
    LocalPriority - 1
    Host Priority - 1
    DNSPriority - 1
    NetbtPriority - 1
    Lan Browsing speedup - optimized
    QoS: NonBestEffortLimit - 0
    ToS: DisableUserTOSSetting - 0
    ToS: DefaultTOSValue - 80
    MaxNegativeCacheTtl - 0
    NetFailureCacheTime - 0
    NegativeSOACache Time - 0
LAN Request Buffer Size - 32768
Then select "Apply Changes" and reboot to take effect

After reboot, download any file at this Indian website and note your file transfer speed after 10 minutes and multiply the result by 8 to get broadband speed:

Your ISP is correct. Broadband speed is measured in kilobits per second (kbps) while file transfer speed shown in a browser is measured in Kilo Bytes per second (KB/s).

    1 KB/s = 8 kbps
    32 KB/s = 256 kbps

In tweaks, you aim to get about 90% of what your ISP gives you with the remaining 10% consumed by packet overheads.

    Thus, your file transfer speed would be 32 x 90% = 28.8 KB/s or broadband speed = 230 kbps.

I know. I am paying US$30 a month for my 1000 kbps line while people in some countries can get 4 times that speed for the same price. Hope your government will allow more competition among ISPs to bring down the price or bring up the speed.

Nope. I have been stuck on tested speed of 890 kbps on my 1000 kbps line for over 3 years.
