Remove Shut down menu in XP

I never use password to log in XP pro SP2, so it automatically boot up without any Window splashes. Also when I shut down there were only simple three colored Icons in the middle of the desktop to choose from in Classic view

I was meddling with networking and lost all that easy thing. It asked me to enter password but I took off that by using this command , "control userpasswords2". However, a small window will flash when it boots and a Shut Down Window with a menu appears when I select Start/Shutdown. How do I get back that three icon in three section instead of that shut down window with menu?

I have done it long time ago, but I can't find it how to do it now. Anyone?
