Looks like the reset to Windows Default did not work.
Download and apply this WinSoxkFix and then post a new TCP Analyzer:

Your RWIN needs to be increase to 63712 (for MTU 1488) to allow for a max. latency of 1000ms to suit satellite.
Use the following with TCP Optimizer:
General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU - 1488
TTL - 64
TCP Receive Window - 63712
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - uncheck
Timestamps - uncheck
Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 20
LocalPriority - 1
Host Priority - 1
DNSPriority - 1
NetbtPriority - 1
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 80
MaxNegativeCacheTtl - 0
NetFailureCacheTime - 0
NegativeSOACache Time - 0
LAN Request Buffer Size - 32768
Then select "Apply Changes" and reboot to take effect
No matter what settings I change in Optimizer, always the same results in Analyser!

That is why I suspect you may have some software that is overriding TCP Optimizer.

The software highlighted in red is a traffic shaper. I believe you have uninstalled it but some part of it is still controlling your TCP/IP stack.
Try using Hijackthis to fix and remove its entries.
After that go into Windows 'Safe Mode' and use a registry cleaner to remove any remaining parts.
When done, reboot comp and run WinSockFix again and reboot to take effect. Then post a new TCP Analyzer report.
sry, didnt know winpcap was a traffic shaper. It was installed with wireshark I think.
No more traces of it now.
