S/N
- you need a S/N from a WD drive ( Must be from 1998 or newer)
- you do not need to send in the old drive
- any warranty on the old drive will be invalidated

When will it end?
- No set date. It's not a sale but an on going customer loyalty program. WD can terminate it at any time, however its been in operation for quite a while now.

you are right that it depends on which store you goto, but in my case, the cheapest price for a Western Digital 320gb 8mb cache IDE drive in my area was $134 CAD + taxes = 154.10. Getting it from WD @ $105 USD (which included shipping) came out to be $120 after everything. So saving myself $30 bucks was well worth it. On some of the other drives you may save more, but it depends on if you can wait for your drive to be shipped to you or not. It took me 1 week to get mine, but I didn't need it right away. BTW mine was shipped from the US.
