They are full of crap. Your downstream level at the CM should be 0 dbmv or better with only one splitter and the upstream level should be much higher. My guess is that after fixing the problem that caused the outage they didn't go back and balance the system.Downstream Value

If they wont roll a truck for an internet problem then call and tell them that your TV picture is noisy and you want a tech to check the signal levels. Do whatever it takes when dealing with Charter.
