    Win2003 Continuous Reboot

I have a Win 2000 machine I am trying to fix. The computer will load though the bios POST and then the Win2000 screen will come on and it will load through that. Then you will see the background color of the desktop background and then the computer will reboot. I can never get it into windows2000. I have tried safemode and it still reboots over and over. Any suggestions please let me know.
