Question speed being throttled by cox?

i have a dedicated server that has a 10Mbps uplink. i have a 5Mbps downlink from cox. i download a lot of files from my dedicated server, usually capping out my bandwidth without a problem. however, last couple of days, i max out at around 2.4Mbps. ive tried rebooting the server and my computer with no problem. the uplink on the server is fine and my download is fine. is it possible cox has throttled my connection to my server?

    thanks for the help
