Is this connection speed matched with download speed normal?

I am using charter high speed service. I have ran some speed tests recently and I see that this is usually my result....

    Connection Speed: 400+ kb/s
Download Speed: usually around 53 kb/s

To me that seems odd because I've read the forum and seen that connection speed is the same as your download speed. I used to download about 100 kb/s but it said my connection was 200 kb/s.

If this is odd what can I do to improve it, or is it normal to have a download about 1/8 the speed of your connection (I think not).

I used to download about 100 kb/s but it said my connection was 200 kb/s.

Connection speed is measured in bits; download in bytes. One byte = 8 bits, just as you have measured.
