Angry HELP!!! please... MAJOR connection Problem!

Ok... first of all thanks for reading this...

    here goes...

about 2 weeks ago i noticed that rogers@home was doing major upgrades to there servers nodes etc... around the city.. well about a week after that then the modem wouldnt stay online for more then 2 min before it would cycle again. called them on that and they told me to plug it into a wall oulet not a power bar. ok cool that fixed the modem from dropping off every 2 min connection was fine for about a day or so. then my connection started to drop DRASTICLY! went from 400+kbps to 10-kbps even less which was real stranged to them because i am the only person on my node. ive bought the whole block. *L* (acording to @home) so i called them. they traced me ping me pushed me every test they had they ran on me. all the test came back perfect!. no one could find out what was going on? so of course they gave me a ticket number and sent the problem upstairs and told me to call back in 72 hours. well 72 hours has come and gone and i still have the same problem. i call them back and they tell me that the ticket is still open and to call back tommrow. well tommrow has come and gone. i call them back and the ticket is still open but this time they tell me to keep a log of speed tests. and to send that in in 24 hours.so ive been keeping a log and calling @home every 3 to 4 hours buggin them to fix this.. now they told me that i might have to get a new modem and that they are going to send a tech out. the funny thing is that i have to wait 2 weeks for the tech to come out and check the lines and crap.. now rogers wont give me a creadit until the tech comes out here to my house and fixes the problem. they have giving me a total of 7 creadits over the 2 years ive had them.. i got 2 months free one time because they had to send 7 trucks out to my house in less then a month.. (that was for the place i lived in which is in the basement of the place im in now) im on the upper floor now. i have double check all my connections they are all nice and tight. no spilters on the line. no crimps cuts or anything. installed a new nice card. (2)
formated my computer and i still have the same problem.. PLEASE help me..

www.speedtest.net is in Vancouver. When you use it to measure performance, the results are more a function of the performance of the internet than of your ISP connection. Please test to a local server provided by your ISP and see what those results are.

    Thanks,
