Sorry, RWIN cannot be changed because of Win 7 RWIN auto-tuning !
Have you tried wired netbook ? Then check speed fluctuation !

Log into your modem/router , set MTU to 1492, MSS 1452 (if any) save then post new TCP ANalyzer !

Download = 1.5Mbps speed /8 = 1500/8
It's normal !
Try the following with TCP Optimizer:
General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU - 1500
TTL - 64
Checksum...
Log into your modem/router then set MTU to 1492, MSS 1452 , save & post new TCP Analyzer report !
MTU Limitation : by ISP or Modem MTU & MSS (MSS = MTU -40) configuration & firmware
RWIN : Chrome based browser's TCP Window always show 65536 in XP !
Try the following with TCP Optimizer:
