quiet but powerfull cpu fan ?

I'm using Thermaltake Dragon 478-S for PIV 2.2 (medium cooling) and its still very very noisy.Where can i find some quiet but powerful one ?

I switched from the Dragon Orb 3 for my XP....yah, was too noisy. LOVE the V7+....oh so quiet, and oh so effective, have a 1900+ running at 2100+ speeds nice 'n cool.
