ok i have a HP monitor that has a refresh rate of 66 at 1024/768... does this mean that the max FPS that this monitor can show is 66??

no just the speed of how the monitor refreshes its self

YES

FPS and REfresh are tied Neck and Neck

so at 1024x768 fps will only go to a max of 66FPS

UNLESS you disable Vsync

Vertical Sync is what it's called that keeps the fps locked in with the refresh rate

by disabling V-Sync your fps will exceed your refresh rate, HOWEVER tearing of the 3d image could occur sometimes becomeing an annoying thing.... but it won't hurt anything, just something you have to try for yourself and see if it's ok with you, by tearing what happens is since the fps is exceeding the refresh rate of your monitor the image appears like it's 'tearing' across the screen cause the monitor can't keep up with displaying the image fast enough, just something you have to see for yourself to understand it.....
