just about every host out there(including free ones) have CGI, and CSS is not a programming language really sort of like HTML.

CSS support is all in your browser just like HTML.

netscape4.7x and earlier has little or no CSS support.

Tripod supports perl CGI scripting but I had hard time making even the most simplest script work; I finally gave up on them.
