SackOpts="1" (string var, recommended setting is 1. Possible settings are 0 - No Sack options or 1 - Sack Option enabled)
MaxDupAcks="3" (DWORD decimal var, taking integer values from 2 to N. Recommended setting is 3)

I</A> checked this myself at http://support.microsoft.com/support/kb/articles/Q188/3/07.ASP and found that the original Win 98 Resource Guide was in error. My search was centered around "SackOpts" with-out the quote marks. I discovered the correct entry point for the value "SackOpts" is "HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VxD\MSTCP" and not "HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VxD\MSTCP\Parameters". This is how it reads - Page 626: Technical Notes on TCP/IP

Windows 98 supports selective acknowledgements as documented by Request for Comment (RFC) 2018. The registry key
for the SackOpts string value reads:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VxD\MSTCP\Parameters
