I HAVE RR HERE IN TEXAS, AND IT IS BASED ON TRAFFIC. I HAVE 10Mbps dwn and 1 Mbps up AND DURING HOURS THAT R NOT THE PEAK HOURS I GET ABOUT 9 Mbps dwn and I GET THE FULL 1 Mbps AND SOMETIMES EVEN A LITTLE HIGHER AROUND 1.2 Mbps. YOU MIGHT CHECK YOU RWIN SETTINGS AND MTU SETTINS USING THE TCP/IP ANALYZER THAT THEY HAVE HERE ON SPEEDGUIDE. HOPEFULLY THIS LITTLE BIT OF INFO WILL HELP. LET ME KNOW WHAT THE ANALYZER SAYS ABOUT YOUR SYSTEM AND HOW THINGS GO. HAVE A GREAT DAY.

My RR here in NY is also 10Mbs down and 512Kbs up. I get over 9Mbs down and up is about 380 Kbs but my connection seems verry good for the area.
