Can anyone give me a quick answer or direct me to a good neutral site?

They're as good as the vendor implements them and the administrator
configures them.

If you understand firewalls then you also understand that they only
block what you create rules to block and those rules are only as good as
the vendor's programmers make them.

If you can pick it up new for under $300 then it's not much more than a
simple NAT router pretending to be a firewall.
