Which is the best dual TV tuner card for a PC?
IMHO, hauppauge pvr 500.

What is the difference between WinTV-HVR-1600 model 1178 and model 1101?
Are you using cable or satellite ?
It's little bit more expansive $250-300, but you will be good to go, and of course it's not PC dual TV tuner card, it's something better IMO.
Let's say it's satellite, I would wait for the new HD PVR FTA, you can record your shows/movies directly on your receiver HDD and PC at same time.
You will be able upgrade it's firmware through usb (so there is no need moving the unit) and it will also include 8psk.

so the 1600 is nice, but it only has 1 ntsc tuner and 1 hd tuner and i'm not sure if it allows you to use them both at the same time (kworld's offering didn't, but it was garbage anyway). rivas is right in that it depends on what you'll be using it for. i assumed cable.

To be honest, I never liked DVB card's esp for HD recordings, it takes too much of your resources, but it was awhile ago maybe the DVB card's are more advanced nowdays.
For cable ...hmm different provider, different area, and also different channels are using 5c encryption, never tryed DVB for cable.
He will have to use hacked plugins (assuming he will use MY THEATRE software?).
IMHO the satellite is the way to go, the subscription is cheaper and they are also offering nice packages.
